
Level 3 hired J.F. White to install innerduct for its fiber optic cable network system.
The fiber optic lines were installed along one of the most dangerous highways - Route 2.
Because of its narrowness, Route 2 is known to have many median roll-overs, accidents, and other traffic
problems. With safety in mind, J.F. White carefully selected efficient but effective work techniques and
designed the work crew schedules in order to minimize crew exposure to traffic. One effective work technique was J.F. White's
redesign of the innerduct alignment that placed the innerduct under the shoulder instead of under the roadway, further reducing the work
crew's exposure to traffic.
As part of this planned strategy, J.F. White's crews worked only from 9am to 3pm, when traffic levels
were minimal. Next, within this abbreviated work schedule, J.F. White employed a flow-fill technique to
backfill the trenches. The flow-fill technique allowed the crews to complete the work more quickly.
At the same time, this technique eliminated settlement problems, increased productivity and created a
smooth surface roadway.
J.F. White was commended for its quality workmanship; a remarkable innerduct installation without
dig-downs or follow-on-cable blowing problems.
